SUMMARY:

The Title IX Coordinator is the designated administrator of the University with the primary responsibility for ensuring the compliance of the University and Clerc Center with Title IX and other related statutory and regulatory requirements, federal and District of Columbia laws, and applicable University and Clerc Center policies including the University’s Sexual Misconduct Policy; facilitates the University and Clerc Center’s commitment to creating a learning and working environment free of all gender-based discriminatory behavior, particularly prohibited conduct (as outlined in A&O Policy 3.02: Sexual Misconduct Policy); and provides leadership and direction of the University’s Title IX efforts including, but not limited to:

oversight of all Deputy Title IX Coordinators and Investigators;
communication with and education of the campus community regarding Title IX rights and responsibilities, relevant University and Clerc Center processes, including the processes for filing complaints for purpose of investigation and resolution and support resources;
development, implementation, and coordination of mandatory reporter training and collaboration with numerous campus departments and programs in development and coordination of preventive programming; and
review data and records pertaining to trainings, complaints, investigations and findings, incorporating input from the campus community, to assess the effectiveness of the efforts of the University and Clerc Center to prevent sexual misconduct, address violations appropriately, and other resources of support and recommend changes, as appropriate, to senior administrators.

PRINCIPAL ACCOUNTABILITIES:

Compliance

I. Serves as a center repository for all complaints of alleged sexual misconduct, sexual harassment, intimate partner violence, stalking, or other discriminatory conduct that violates the University’s Sexual Misconduct Policy as well as gender-based discrimination and gender inequity in sports; and refers complaints to the appropriate Deputy Title IX Coordinator, Investigator, and/or appropriate administrator for review and resolution.

II. Ensures that the University responds to each complaint in a prompt, equitable, and impartial manner; and ensures adherence to all relevant published policies and procedures in the resolution of all complaints.

III. Provides expert interpretation and application of Title IX, the Clery Act, and related federal and District of Columbia legislation and regulations to ensure institutional compliance; integrates best practices into the current Sexual Misconduct Policy and ensures consistency in all relevant and related University and Clerc Center policies; maintains membership in ASCA, ATIXA, UE, and relevant professional organizations and participates in multiple Title IX on-site or online conferences and trainings as required on an annual basis to maintain certification and professional competency; remains knowledgeable of current federal and District of Columbia laws, regulations, and trends related to discriminatory practices that violate Title IX; and builds relationships with colleagues at peer institutions and experts in the Title IX field.

IV. Develops, implements, and coordinates training of all faculty, staff, and students in collaboration with administrators and department heads to ensure all are aware of their mandatory reporting obligations and options, and educates the campus community about the Sexual Misconduct Policy, definition of consent, on- and off-campus resources, and components of a healthy relationship with the goal of making the campus a safe environment for all.

V. Consults with the Executive Director of HRS, Title IX Team, Sexual Assault Response Team, and senior leadership to promote campus-wide awareness and discussion of Title IX-related issues; and develops, updates, and implements policy changes to ensure compliance as well as consistency across different pertinent policies and procedures.

VI. Ensures that all Deputy Title IX Coordinators, Investigators, Hearing Panel members, appellate level administrative officers, and other individuals who have a role in the process are intensively trained in Title IX and the University’s Sexual Misconduct Policy including its investigative process, trauma-informed practices, and other pertinent topics on an annual basis.

VII. Ensures the tracking, organization, and maintenance of all case files, information, and documents regarding all complaints utilizing the standards and best practices of OCR, Clery, and FERPA; ensures that all case information is retained in a central database and is current and updated on a timely manner; maintains documentation of all Title IX compliance activities, workshops, and training; and collaborates with departments to prepare annual reports to the University or furnish appropriate statistics, information, or documentation as needed on Title IX and Clery compliance as mandated by federal and/or District of Columbia law (i.e. Annual Security Report as mandated by Clery Act) or as requested.

VIII. Prepares and disseminates educational materials, including brochures, posters, short videos, and web-based materials that inform the campus community of their rights and responsibilities and support resources under Title IX and the Sexual Misconduct Policy; maintains a current and up-to-date website on Title IX; and strives to ensure that the educational materials are bilingual in nature (where appropriate) and that all printed materials are written with the target audience in mind.

IX. Serves as a resource to any members of the campus community who may have observed, become aware of, or experienced sexual misconduct; and ensures that the community members are aware of all on- and off-campus resources.

Strategic Leadership

I. Works collaboratively with the Title IX Team, Sexual Assault Resource Team, Health and Wellness Programs, and governance groups on campus to develop short- and long-term strategies to address sexual misconduct, develop a collaborative year-long programming plan to educate the community about consent and healthy relationships, and increase community accountability through bystander intervention training and other methods.

II. Fosters an environment that promotes prompt reporting of all types of sexual misconduct, intimate partner violence, stalking, and other violations of the Sexual Misconduct Policy.

III. With support from the Title IX Team,conducts a biannual campus climate survey and conducts focus groups, dialogue groups, etc. on a regular basis to support and drive development of strategies and goals.

Collaborative Leadership

I. Meets with all Deputy Title IX Coordinators and Investigators on a regular basis to review sexual misconduct reports and current status of open cases; provides guidance, discusses strategies, and consultation on an as-needed basis; and consistently communicates regarding changes to policies, implementation, and training.

II. Meets with the Title IX Team (consisting of all Deputy Title IX Coordinators and Investigators) at least once a month.

III. Chairs a Sexual Assault Resource Team (SART) which is a team consisting of key administrators, faculty, staff, and/or students that develops evidence-based primary prevention efforts and awareness campaigns focused on initiatives that will promote a positive shift in the culture; facilitates primary prevention workshops and campaigns delivered to students and high-risk sub-populations across campus; reviews and enhances resources available to both parties; and reviews and recommends changes and improvements to the University’s Sexual Misconduct Policy.

IV. Develops and maintains relationships and clear lines of communication with the Department of Public Safety, Metropolitan Police Department, Risk Management, Human Resources Services, University Communications, Athletics, Health and Wellness Programs, Office of Student Conduct, and other departments as appropriate as well as administrators and key governing bodies such as the Executive Team, Faculty Senate, Gallaudet Staff Council, Graduate Student Association, and the Student Body Government.

V. Performs other related duties, as assigned.


SPECIFICATIONS:

Required Qualifications

Bachelor’s degree.
A minimum five years of progressively responsible professional experience in student conduct, campus safety, counseling, and/or compliance.
Demonstrated knowledge of Title IX, VAWA, and Clery compliance.
Fluency in American Sign Language.
Preferred Qualifications

Master’s degree.
Strong written and ASL communication skills and demonstrated ability to interpret complex information and communicate it in plain language for a wider audience to understand.
Excellent attention to detail, strong problem-solving skills, the ability to deal with confidential and sensitive information.
Strong interpersonal skills and the ability to establish positive working relationships and to remain a neutral party.
Ability to act independently, take initiative, and exercise sound judgement.
Strong analytical skills including data gathering, analysis, assessment, and evaluation, evidence-based planning and effective project management.
Ability to manage multiple, on-going and complex caseload of sexual misconduct and gender discrimination incidents and complaints.
Strong presentation and facilitation skills with an emphasis on education and training for a variety of consistencies.
Ability to guide, advise, and support the training and learning process with respect to Title IX and VAWA compliance.
Ability to build relationships and establish collaborative partnerships across the University, Clerc Center and other peer institutions.
Demonstrated commitment to diversity and inclusive excellence as well as the ability to work with a wide range of constituencies (administrators, faculty, staff, students, parents, lawyers, and community partnerships) with diplomacy and tact.
Sensitivity to and a thorough understanding of the many experiences and expressions of trauma caused by sexual violence and harassment and a compassionate nature and talent for listening.
