Salary Range: $135,000 to $140,000 per salary, depending on qualifications and experience

The Office of Business & Administrative Services provides quality services in the pursuit of excellence for support and advancement of the academic vision, mission, and goals of Shoreline Community College. The Office of Business & Administrative Services encompasses several departments (Financial Services, Budget, Technology Support Services, Auxiliary Services, Safety & Security, Facilities & Capital Projects, and Human Resources) that provide efficient, cost-effective support to the College.

Under the direction of the President, the Vice President for Business & Administrative Services (VP-B&AS) serves as the College's risk manager and chief financial officer with responsibility to administer the College's financial and analytical functions relation to resource allocation. The VP-B&AS is the primary liaison to the State Board for Community & Technical Colleges and the Business Affairs Commission for all College operating, fiscal and budgetary matters, and is responsible for the effective stewardship of all College assets.

ESSENTIAL JOB DUTIES:
• Provide ongoing and responsive leadership for the Business & Administrative Services division
• Supervise the proper use of resources such as state operating and student funds, contracts and grants, enterprise operations, and capital within the scope of the College's strategic plan
• Monitor budgets/financial plans; supervise revenue/expenditure projections; oversee/reconcile state allocations for operating and capital budgets
• Advise the President on strategic planning, legislative issues, and other matters pertaining to the finance and operations of the College
• Lead the College's capital budget request process; monitor capital budgets; plan, coordinate, and provide executive leadership for capital projects, acquisitions, maintenance, and disposals
• Promptly analyze problem areas/trends for recommendation of appropriate changes as needed
• Develop, implement, and monitor measurable standards of effectiveness
• Administer the College's risk management activities including oversight of the annual risk analysis audit; address tort claims and liability issues for resolution promptly
• Coordinate annual auditing processes including but not limited to state/federal disclosure forms, financial statements, and Integrated Postsecondary Education Data System (IPEDS) reporting
• Represent the budget and capital management activities within the College, in professional organizations, and with state agencies, commissions, and other appropriate agencies
• Develop, explain and interpret financial reports for the Board of Trustees and other internal and external constituents
• Supervise the development of comprehensive emergency preparedness and continuity of operations plans
• Serve as a resource for human resources operations; serve on and (where appropriate) provide leadership in management activities related to collective bargaining
• Serve on the Executive Team; attend meetings and conferences ensuring that the College's needs are represented; lead, work with, and serve on other committees/councils as appropriate
• Keep current with laws, regulations, and technology that may affect College operations; implement policy and procedural changes as required
• Perform other duties as assigned (of a similar nature or level)


REQUIRED EDUCATION & EXPERIENCE:
• Master's degree in Business Administration, Accounting, or a related field OR equivalent education or experience
• Four (4) years of progressive experience in financial, accounting, budget, or auditing functions
• Experience in the field of budget management, human resources and risk management

KNOWLEDGE OF:
• Operational practices applicable to budget and capital management activities
• Microsoft programs such as Access, Excel, Outlook, and Word applications
• Enterprise resource planning or other similar electronic information management systems

SKILL IN:
• Fostering a climate of equity and belonging through multicultural awareness and competence
• Applying best practices in budgeting while working simultaneously with multiple funds
• Providing leadership, motivating colleagues, and effectively training/supervising staff
• Establishing and maintaining effective working relationships at all organizational levels
• Time management and multitasking; developing and directing departmental activities
• Making effective presentations, preparing clear and concise written materials
• Handling difficult and sensitive situations, using sound independent judgment within policy and legal guidelines; interpret applicable laws, regulations, and policies
• Effectively communicating (both oral and written and through listening) with individuals at all levels inside and outside of the College
