This position reports to the Executive Director for eLearning, Classroom Support, Continuing Education, and (interim) Technology Support Services and will work with all areas of the College to manage the organizational change activities associated with the ctcLink project, whose goal is to migrate from a legacy system to a new statewide Enterprise Resource Planning (ERP) system, PeopleSoft. This project-based position will last for the duration of the ctcLink implementation project, which is planned to be approximately three years, beginning July 1, 2019.

The Organizational Change & Project Manager (OCPM) will be a liaison between the College and the State Board for Community and Technical Colleges (SBCTC) ctcLink staff, vendor staff, executive staff, College area managers, and relevant front-line employees. The OCPM will facilitate communication among all interest holders and oversee college-wide implementation activities to meet project outcomes and deliverables, ensuring that the College planning and implementation tasks are aligned with the statewide ctcLink project schedule.

The OCPM will work through many others in the organization to succeed. This position will work closely with a core Change Management team to plan and implement strategies. The OCPM also will support project teams in integrating change management activities. Finally, this position will provide support and coaching to supervisors, front-line managers, and executive leaders as they help their employees through transitions.

ESSENTIAL JOB DUTIES:
• Conduct readiness assessments, evaluate results, and present findings within a leadership action plan.
• Apply a structured methodology for organizational change and project management.
• Identify potential people-side risks, anticipated points of resistance, and work closely with the core Change Management team to mitigate and/or address the concerns.
• Be an active and visible coach for executive leaders, who are change sponsors.
• Develop a set of actionable and targeted change management plans – including a communication plan, sponsor roadmap, coaching plan, training plan, and resistance management plan.
• Assist front-line managers in supporting staff through the implementation of project plans.
• Create and manage measurement systems to track adoption, utilization, and proficiency of individual changes.
• Establish project milestones in sync with the overall ctcLink project schedule; regularly report project status to the core Change Management leadership team, executive leaders, and all interest holders.
• Work with project teams to integrate change management activities into the overall plan.
• Collaborate with all departments and specialists to identify necessary resources and formulate plans and activities to support successful project implementation.
• Represent the College on statewide ctcLink change management activities, keep the College apprised of relevant information, and coordinate the participation of relevant staff.
• Assist with recruitment of project participants.
• Perform other duties as assigned (of a similar nature or level).

REQUIRED EDUCATION & EXPERIENCE:
• Bachelor’s degree OR equivalent education / experience.
• Three (3) years of experience in a technical / functional business analysis or systems support role for an ERP or college administrative system.
• Certification(s) in Project Management, Change Management, ITIL, Lean and / or Business Process Reengineering, or other directly applicable areas.
• Experience with change management leadership / administration.

KNOWLEDGE OF:
• Organizational change management theory, practice, and techniques.
• Project Management theory, practice, and use of software / technology such as Microsoft Project
• Data governance, enterprise data management, and system integration strategies.
• Familiarity with current legacy software systems used by the Washington community college system (SMS, PPMS, FMS, and FAM).
• Facilitation of business process analysis and redesign (such as “Lean”).
• Systems analysis and system development lifecycle, stakeholder analysis and risk management.
